THE FIRST protected Intent that android system release when phone reboot, UNTIL user interact with the...

I am receiving and using with success the "android.intent.action.BOOT_COMPLETED".

Now, y was reading about the ACTION_LOCKED_BOOT_COMPLETED (API 24): "This broadcast is sent immediately at boot by all devices(...), the user is still locked (...), after which the ACTION_USER_UNLOCKED and ACTION_BOOT_COMPLETED broadcasts are sent".

For API 21/22/23, when phone reboot, which intent is THE FIRST "This is a protected intent that can only be sent by the system" ? There is an exact pattern that android system executes intents UNTIL user interact with the screen?

Maybe THE FIRST intent, is android.intent.action.REBOOT but: "This is only for use by system code".
