Use bits of page/post content as description or failover to site description on jekyll blog

I want to use bits of the page/post's content as part of my site's description but failover to the description set in _config.yml while also using whatever I put in the frontmatter of my markdown pages over the other two sources of data.

I want it to do;



if description: "" is found in post/page frontmatter and has text between the quotes, use that. else, use the first 150 characters of page content or site description for the home page.
