Statistical significance with r [on hold]

Have trying to get my thoughts for the following problem.
Let say we have the following simple university scoring dataset:



scoring :

It can be seen the last university had not many students, but a high score. Statistically speaking, is this score acceptable if one want to get any scores statistics (e.g. sd or mean of scores)?
The question is: what is number of students I'll be happy to accept for further statistics? What comes to mind is null hypothesis or something with population, but I don't have a clear thought.
Looking for a R solution, but even pointing to the right direction will be great.



Any help will be appreciated.
