How to create default SQL entries for a Flask application

I'm creating a web app using Flask and a MySQL database and I'd like to know the best – or common – way to create default entries in the database, when the app is first run.

I have global app settings that should exist at any time in the database (favorite item id, max alcoholic drinks per day, etc.). Since I want the app to be used by anyone, how should I create these entries before the first app launch? The database creation is handled by Flask, but I don't want the user to access mysql to create these entries one by one.

I thought about writing a python config script that should be run to configure the app, but is it the best way to do so?
