Encoding schema informed XML to Exi

Im trying to understand the encoding process via this example https://www.w3.org/TR/exi-primer/#encoding.
I see that same ID-code is being used to encode multiple entities of the document. for example see following snippets (number of bits used for encoding indicated in parenthesis):
SE(notebook) encoded as 0(1)
and in the sections below
SE(note) is also encoded as 0(1)
Even if I reason that separate grammar stack is prepared for separate SE entities of the document, see the following encoding:
StartTagNote1
AT(category) StartTagNote2 0 | AT(category) encoded as 0(2)
AT(date) StartTagNote3 1
[Undeclared] 2
StartTagNote2
AT(date) StartTagNote3 0 | AT(date) encoded as 0(1)
[Undeclared] 1
but shouldn't AT(date) be encoded as 1(2) since it is under the same SE element ie (SE note) and in the "StartTagNote1" it was assigned a position below "AT(category)" by lexical order.
Can someone point out what i'm understanding wrong?
