global and local version mismatch message - ng --version in an empty folder

I issued the ng --version
command in an empty folder (without any angular project)
so what local version the cli is comparing with the global version?

on Windows
npm install -g @angular/cli
(global - C:UsersAlexAppDataRoamingnpmnode_modules@angularcl)
npm install @angular/cli
(local - the folder i issued the command from)
