GPU-util is 0 when training mobilenet_v1 using multiple GPUs in tensorflow slim.

I have 8 gpus and would like to train mobilenet_v1 using ImageNet and I followed the example in
https://github.com/tensorflow/models/tree/master/research/slim/nets/mobilenet

This link is for mobilenet_v2.So I changed some parameters and use the command

python3 train_image_classifier.py --model_name="mobilenet_v1" --learning_rate=0.36 --label_smoothing=0.1 --moving_average_decay=0.9999 --batch_size=96 --num_clones=8 --learning_rate_decay_factor=0.98 --num_epochs_per_decay=0.3125 --dataset_dir="/tmp/dataset_dir/train/" --train_dir="/tmp/ckpt/"

However, when I check my gpu utils, I found that not all my gpus are occupied.
enter image description here

How I can make it train on all the 8 gpus? Which parameters I need change? Thank you.
